Small Disclaimer: I hated Jet in Sonic Riders, so he's gonna be kind of a tool in this comic.

Hoo boy...

First off, don't make your comics this big. It's really distracting, especially with this theme having overlays on top of the comic. Secondly, Make sure you keep sprites consistent. First panel looks like a Genesis sprite, second looks like an Advance sprite, then third and fourth both look like Genesis again. Only resize your sprites by increments of 100% (200, 300, etc.) and make sure you don't have those weird outlines around your sprites like in panels three and four. In panel two, there's some weird box thingy around Sonic, and it's really distracting. There are weird blur effects everywhere, and that explosion effect in panel two is has some sort of weird outline around it. Don't use those generic speech bubbles in whatever program you're using. It looks better if you make your own. Make sure they actually talk normally (Green "Hillz"), and make the speech bubbles actually line up to whoever they're being said by, instead of that person's foot. Finally, the plot is a bit opaque. In panel four, it's hard to tell who's talking first, and it seems like their meeting is a bit rushed. Plan your comic out a bit more before you start making it, and make sure the dialogue makes sense.

What program are you using to make comics? If you're using Paint.net, I'd stop unless you're really experienced with it. Using MS Paint for the actual comic part is much easier, and I tend to only use PDN for effects.

Just some suggestions.
